HIPAA Rules and Guidelines
HIPAA rules and guidelines are focused primarily on administrative simplification, including improving efficiency of healthcare delivery. Portability of medical coverage for pre-existing conditions was a key provision, as was defining the underwriting process for group medical coverage. HIPAA implementation also provides for standardization of electronic transmittal of billing and claims information to decrease the opportunities for the abuse of personal medical information. HIPAA rules and guidelines require that access to patient information be limited to only those authorized, and that only the information necessary for a defined task be made available to them while being kept protected and confidential at all times.

HIPAA Implementation
Congress passed many of the responsibilities of the HIPAA implementation to the Department of Health and Human Services. The final version of the HIPAA rules and guidelines were issued in December 2000, and went into effect on April 14, 2001. A two-year "grace" period was included to aid HIPAA implementation efforts and HIPAA software development but enforcement began on April 14, 2003, after which penalties could be applied for non-compliance or lack of HIPAA implementation.
